This is Bill Suff’s infamous chilli recipe that he sent to one of his long time penpals. Suff was reportedly an accomplished chili cook and won at least one employee chili cook-off at his former place of employment. After his arrest, rumors spread that he had used human flesh from one of his victims in a chili recipe served at a county event. However, investigators, prosecutors, and reputable case sources have never confirmed that this actually happened. Regardless, his chilli recipe remains one of the most talked about things when it comes to his case, making this piece exceptionally interesting. Suff signed his full name on the third page of the recipe.

William Lester “Bill” Suff was an American serial killer known as the “Riverside Prostitute Killer” and the “Lake Elsinore Killer.” Between 1986 and 1991, he preyed on vulnerable women in Riverside County, California, murdering at least 12 women and attacking another. Many of his victims were involved in prostitution and struggled with addiction, making them frequent targets of his violent crimes. Investigators determined that Suff often strangled, stabbed, tortured, and mutilated his victims before abandoning their bodies in remote areas throughout Riverside County and Lake Elsinore.  

Suff’s criminal history began long before his California murder spree. In 1974, he was convicted in Texas for the murder of his two-month-old daughter and served only a fraction of his sentence before being released. After relocating to California, he secured employment with Riverside County and, in a chilling twist, occasionally delivered office furniture to the very task force investigating the serial murders he was committing.  

Following his arrest in 1992, forensic evidence linked Suff to multiple murders. In 1995, he was convicted of 12 counts of first-degree murder, one count of attempted murder, and several special-circumstance allegations. He was sentenced to death and remains one of Southern California’s most notorious serial killers. His case is remembered for the extreme brutality of the crimes, the lengthy investigation that led to his capture, and the disturbing rumors that later emerged regarding his award winning chili recipes.
